Upper Otay is open for fishing on Wednesday, Saturday, and Sunday only from one-half hour before sunrise to sunset. Upper Otay is a catch and release only fishery. Bait is not permitted, only artificial lures with barbless hooks. Boats are not permitted on Upper Otay, only shore fishing, waders and float tubes. During November, December, and January, patrons cannot drive into Upper Otay, but can park along the road and hike in.

The fish count this week. We checked 10 permits for 30 bass released. The water temp is 74 degrees.
